Stranger (Jake) not speaking but following

As the tittle says .. If I go to Concord first and wipe out the raiders and help Preston before reading the magazine and building the recruitment beacon Jake will show up like he is supposed to but will not speak..?
Example: Go to Concord do the first few quests then return to Sanctuary and picjk up the magazine .
Build the required items to start SIM 2 quest and wait for Stranger(jake) .
He shows up of course but will not speak
Now reverse time on above and start over for Example 2
Get magazine in sanctuary … never go to concord just build the requirements and boom ! Stranger shows up and talks ?
 
I don't know what other mods you're running so this may be totally irrelevant but I was having the same problem as you and it turned out to be a conflict with the eyebots from Old World Radio 2. The fix for me was to disable the eyebots in the settings holotape.
If you don't have Old Word Radio 2, you may have another mod that's interfering with quest triggers, which is what was happening with the eyebots.
 
An Old problem was is if you walk away from one of the quests NPC's you break the companion system try going and speaking with Mama, Preston, and the rest of the party
 
I'm getting this problem right now when I didn't on a previous game I had to unfortunately kill off as of another mod that was script heavy and required removal.

However, reading Scarno's comment got me to realise that right as "Stranger" is following me, his PIP-Boy is blasting out Enclave Radio, so I'm going with this as likely source, and will disable the eyebots in a moment (interestingly, in my first game "Stranger" showed up with an Eyebot in tow.

EDIT: That's now 4 times I've got him to talk after disabling the eyebots, on the same hard-save from before building the radio beacon, which was 3/3 on failure for talk before hand.
