i share the pics from the start of construction on the town of starlight. since i no long need any farms at starlight i decided to build it up as a like factory town with a number of industrial/ commerce plots and a lot of tight cramp "apartments" with only a few houses available.
Looks good, I like the look of that multi story apartment looking complex. Without a city plan, I've been trying to think of ways to utilize the new interior plots to make a really dense commerce hub at Starlight.
ya that was a test of the new interior plots to see how they snapped and their the size i could get away with making rooms. at this point im waiting for the settlement to build up and see if they will actually use the rooms

I see no reason why they wouldn't use the interior residential plots. They were designed to work outside of the city system in RotC, after all. As long as there are stairs and nothing blocking pathing they should also walk about in there, too. I'm not sure how the sandboxing works in Vanilla, but I use a mod that increases the vertical area around the workshop that the settlers can path, so any tall structures I built get used fully.
i know SS with show the plots as being used just not sure if they settler will actually go to them. tried a few raised buildings before rotc an settlers would hardly ever go above ground level. just isn't as interesting to build a tower with a penthouse bar thats always empty
I'd definitely give a sandbox mod a try, searching the nexus for "sandbox" turns up a few. From my understanding, they allow settlers to "see" things to interact with further above/below them, so they'll actually walk up/down to use them. It seems to work for me, I get people walking between multiple levels in the settlements that have them.
