SS2 Costs Feedback

Looking for some feedback from those of you who play with any of the cost systems enabled (ie. the building plans and upgrades cost resources after you place a plot).

For question 5 - I want to qualify my "Yes, and I don't really have a use for it." answer with "of everything except Steel" which I can't seem to maintain a stockpile of. So I find myself continuously adding scrap storage (increasing defence requirements) only for it to fill up with stuff I don't need.

Could we also make non-populated industrial plots still contribute their storage space? Given it's storage it feels like thematically it could still be available even if noone is working on the plot itself. This would allow me to temporarily unassign people from plots that are generating a massive surplus without losing the storage space.
