Old Post SS RotC Can't Upgrade Settlements

Recently, I upgraded my first settlement to level 1 (Sanctuary) but now the manual upgrade option has gone for other settlements which meet the requirements for a city upgrade and the auto upgrade feature in the holotape wont trigger it either. These settlements have 100% scrap ,enough time has passed and all needs are met including happiness. Despite this the option won't appear for me. Most of my settlements have not got a leader, however I presumed (because i had the option disabled in the holotape) this wouldn't matter.

There is another percent, at the bottom of the HUD... 100% scrap doesn't mean it is 100% ready to upgrade.

The auto upgrade isn't automatic, it just means when it is ready, it will upgrade without you returning to that city's city planner desk to manually upgrade. This is good to make sure you see the levels, but also to prevent computer system lag or performance issue if a bunch of them upgraded at same time.

Just check your % and see what your city is at, not the scrap level. (I think!)

If you have a leader assigned, unassigned them > fast travel away > sleep for 24hrs > return and reassign them > fast travel away > sleep for 24hrs.

There's probably some scripts backed up, this will kick start them.

You could've mentioned this in the other thread, no reason to start a new one.

If I encounter this, I fast travel to Home Plate and sleep. I reason that Home Plate is a) an interior cell, and b) not within the Commonwealth "per say"... all I know is that I can sit and watch my plots upgrade and things moving as it almost a constant stream of notifications.

Sorry I meant 100% ready to upgrade as well, but i forgot what it was actually called. I would do what you recommended to sleep at the home plate, however in this playthrough i haven't even gotten to diamond city yet.

Any interior cell would work... the Musuem, the Root Cellar... Vault 111 is also I believe. I use Home Plate more for it's not in the Commonwealth... I am just trying to distance myself as much as possible.

I use to use Heather the Companion - her bunker worked well - as well.

Sorry for not using the other thread. I honestly didn't know whether i should of or not as it was a different problem. Anyway, the only settlement I have with a leader is sanctuary featuring Codsworth and Preston is over the Commonwealth at the Castle so I don't have anyone available to assign to any other settlements. Despite this, I tried just waiting for a few days in another location to refresh something, but this didn't work unfortunately.

Did you look at Captain Coots mod? There are also City Leaders on Nexus that expands who you can use as a leader. I also use Recruitable Settlers and Settlers of the Commonwealth - which also have city leader mods to use them.

Unless you turned off leader requirements in the holotape cities won't upgrade without one.

There are 2 references.... 1) City Leader ON/OFF and 2) Leader Traits ON/OFF. Don't know if both are connected or if both would stop the build without the leader?

Leader requirements is turned off (which is why I presumed i didn't need one for an upgrade) and i tried waiting within the Museum Of Freedom for a few days, yet it didn't work. I'll try messing around with holotape options related to city leaders and see if i can make something work, but I'm pretty sure everything is correct.

Trait won't stop upgrades happening, it will only slow down progress.
City leader is the one I was referring to.
 
I finally fixed the problem. Although I had all the holotape options correctly configured, the settlements require a leader to require in which i appointed Cait and finally it upgraded. I had presumed turning the city leader option off would allow you to upgrade without a leader, but i guess not. Thanks for all the help!
 
It should, but as I said earlier you need to give the scripts a kick start sometimes.
