Solved SS/Conqueror not working properly.

I've posted this in the regular SS forum, but since it's Conqueror, I'll post it here and hopefully someone here will know what to do.

As I choose the cityplans from the ROTC and choose any lvl for them to start at.
It actually doesn't work. After I've done the tutorial and everything should start to load. I instead get the message that everything is now installed. But when I go to a settlement there's nothing pre-built, and I can't even choose the buildingplan for the settlement I'm at. I've tried to delete the saves, mods, remove the F4SE and validate the files and starting over. But it's the same thing over and over, and it's really bugging me to the point of frustration.

you can clearly see the messages telling you that each city plan has been removed in the top left, can't you?
if you remove all the city plans, then there's nothing to build.

After 3 months I think I have it :crazy

Depending on your faction and playstyle, you're going to want to plan out your world very carefully before you start. Want to do the Minutemen questline early on? Make sure Tenpines doesn't shoot you in the face. Is there a specific settlement you're going to prefer to set up your main Faction HQ? Make sure it has enough other settlements with resources in range to become Vassals, or you'll be stuck as soon as you start. Stuff like that.

My main base is always Starlight Drive-In. From there I take Abernathy as the first vassal, and then I go to Sunshine Tidings for the next one.

I just continued like I always do when I start this, but I usually never do the finished citys before I leave the vault. I usually just upgrade them in my own pace.
 
but your complaint above is that you select cities, and their level and then find there's nothing built when you came out of the vault?
i'm not seeing the problem here, your video shows the game is doing exactly what you told it to do - build nothing.
