Ive been mulling over how to make industry relivant to easy mode players. One idea I had is to have them 'make' happyness. Around the level of Cats - small but noticable. It would help keep the city happy and running while making it look balanced. Some of the industry (Newspapers) are super fun to interact with and this would give a reason to build em.
Oh something else (in general) how about having newspapers make happyness thats shared on the trading network? (If you can even do that). It could be a nice money sink to upgrade and the player could get fun things like maybie their newspaper is being plugged by Nat in Diamond City or something.
