Preface: I had the same issues with 3.4.6a, had to revert to an earlier save to recover. Have been running fine with 3.4.5 for a while. Am using a reasonably grunty PC.

Started out in a city-builder save (Starlight Drive-In) with minimal mods installed (v3.5.0a at the time - this is taken later in the testing process):

After my prior experience with 3.4.6a the first thing that I did was check the HUD. Nada:

Okay, I've seen this before. Quit to desktop without saving, disable 3.5.0a and enable 3.4.5 (not yet uninstalled). Open up, the HUD immediately appears:

Time to go check a real game. Enable 3.5.0a once more and load up my "main" game, character starting in The Castle (a manually-built settlement, not a city plan). No HUD:

Fast-traveled to Egret Tours Marina - no HUD. Went to the City Desk, cannot get any response to the E) Manage button, for either the City Plan or for Supplies:

Closed without saving. Disabled 3.5.0a, enabled 3.4.5. Loaded the savegame at The Castle (the one which saves right before you do a fast-travel). No HUD. Fast traveled to Egret Tours Marina, no HUD. The City Desk gave me *some* response - obviously broken though:

At this point I'm running 3.4.5 - I loaded my last known good save, an Exitsave before upgrading to 3.5.0a. Immediately the HUD shows up:

Fast travel to Egret Tours Marina, the HUD shows up:

Checking out the City Desk, I can manage the City Plan and get the correct response:

Let me know if there's anything else you'd like me to try.

If you run 3.5.0a again, and post the papyrus log, I can let you know if there is anything strange going on with your game. Could be you're hitting the same issue some players are where the script files aren't loading at all.

Thanks Kinggath. Switching back to my Starlight Drive-In city-build game, here is the list of mods in use:

I've set up the Papyrus logging as per the Creation Kit Tutorial:
Code:
[Papyrus]
bEnableLogging=1
bEnableTrace=1
bLoadDebugInformation=1
bEnableProfiling=1
sDefaultLogOverlay=Papyrus
Starting up the savegame, no HUD:

Exited the game without saving. Attached is the zipped Papyrus log (very interesting reading btw). (I've taken out the Papyrus logging sections now.)

@WetRats @Tinuvia - yes indeed, moar turrets! :grin From back in the days before I knew of the BS Defense mod, and having three raiders on Jet kill all the settlers at settlements with 999 defense. ;)

The really fun thing with that many turrets is how the game lags when they all start firing. You can't shoot a thing, just have to let the game finish off opponents.

@kinggath that fixed it, both builder game and "main" game. Cheers!

Yep 3.5.0b completely solved all my 3 in 1 issues as well. No more lazy free roaming settlers. Huzzah!

EDIT: A weird thing though might be worth mentioning. After applying the update, it was like everything was there already but had just become visible. All plots and upgrades were in place as soon as it loaded up so it seemed like some scripts ran but for some reason it wasn't updating the game or showing anything being built by the settlers. Bizarre. Glad its all good now though. thanks!
