Settlers reassigning

I have unlocked Hi-Tech defenses and have assigned Viceroy to one. It requires someone skilled in agility and he is a savant (11). But the plot keeps showing red on the assignment hud and defense keeps dropping? When I click on Viceroy it says he is assigned to the plot but plot continues to show no one is assigned? I only have two mods from game start menu (FN 57) and Unofficial patch then 2 creation club mods (X-02 armor and Chinese Stealth Armor). What gives?

Never mind, I refreshed the plots again and they seem to be working right now.

It took a couple of refreshes but they seem to be working fine now.
