Settlers not moving, frozen at one place [SOLVED]

Hello guys,

First things first, to visualise what my problem exactly looks like, I'll post this video I recorded showing all the issues I got:

And now the background.
These problems appeared just after I installed RotC DLC to SS2. Before, Sanctuary Hills (the only settlement I used City Plan on) were developing just as they should be with the basic plan. As you can see now, progression is stuck since my settlers (17 people) won't even move their lazy asses to work.
I saw some comments on so-called script lag, so I waited about 20 mins in the settlement with no result. Might be a blizzard that struck Sanctuary Hills, or maybe my poor understanding of how mods work...To be completely honest with you, after I noticed RotC is out I immediately installed it via "Mods" tab on the main menu, and then I noticed there's an update for both SS2 and Workshop Framework - might this have caused the problem? Or maybe it's the amount of the settlers?

Further moves I took to fix it by myself (no results):
  • replaced City Plan;
  • scrapped everything and then applied City Plan;
  • dismissed Codsworth as the mayor, gave the rights to Piper (who also happened to be in the settlement), used City Plan;

I hope the video helps with understanding what I struggle with, I saw there's another thread on "frozen" settlers too so...Expecting some feedback from these who struggle with it, too. I freaking love your mod guys and - if that's not a problem by my side - I hope you find a solution to it. Cheers.
 
"[RotC] Updated all City Plans to provide better navmesh capabilities" - reading this patch note I was quietly hoping it will provide the solution for the frozen settlers problem, but now I stumbled upon another, which is - refreshing City Plan (as stated in the patch notes, thats what you gotta do to get better navmesh for an already existing city plan) takes a hell lotta time. One guy said it took him 85 mins, also for Sanctuary. I waited like 2.5 hours with Rebuilding Layout process stuck at 3%. Any idea? Is it worth waiting more? Or maybe the fix won't work for this specific bug? Dang, I would restrain myself from using RotC CP on Sanctuary if I knew this leads to this kinda problem.
 
Fortunately this is a happy ending story. As I've stated before, my problem was basically settlers stuck all together in one place, be it the place you can see on the "BEFORE" screen or inside buildings...Assigning them to jobs did nothing, neither did moving to another settlement. I hoped for 1.0.10 and it's navmesh fixes to fix it, but refreshing the RotC city plan - following the wikia - takes a long long time, and after 3 hours I gave up.

So, here's the solution for impatient ones, if you also deal with the same immerse-ruining issue. The only things I customized within City Manager were setting Leader's Requirement to OFF and Town Meeting Gavel's setting to "Follow Me".

1) Go to City Planner's Desk. Craft yourself a Town Meeting Gavel, dismiss the current leader (if you got one), remove the City Plan (the most complete option, with all the items etc.). Wait some time, about 5-10 mins until the scrapping process is fully done.
2) Build a new City Planner's Desk, best would be in the middle of Sanctuary Hills (like - next to the cooking pot you can see on my "AFTER" screen).
3) Craft yourself some chair and wait some hours. I waited until the very morning each time (~10 AM), if it changes anything.
4) Save the game now and load this save. This is an important step, since stuck settlers might not necessarily gather around you (while using Town Meeting Gavel) and so on. But, even if they do, just reload the game.
5) Use the Town Meeting Gavel to gather settlers around you.

Now the most important steps:
6) Spawn an enemy next to you. I used player.placeatme 0100101d 3 - 3 swarmbots.
7) Quickly run to your City Planner's Desk and Use The City Plan - Basic (by Strong Swanson).

The important thing is the settlers should still be in the fight with swarmbots when the cinematic starts. They should kill them and as soon as they do so, they're going un-bugged and running around the town just like everytime you put on a City Plan in city. Make sure your enemies are spawned outside any building.

I know the whole process seems chaotic and twisted, but I've replayed it 3 times to make sure it actually works and it's not a one time thing. Settlers got no issues after, settlement is upgrading as it should be. And finally, town feels as alive as before this cult circle from BEFORE screen started to gather...

I have this issue when I just started the mod, so I have no leaders or city plan... I tried this but doesnt work, they still wont move
The way I fixed this is by assigning the settlers to other settlements and then immediately assign them back. If old Old Paul is doing that he might have a quest so try talking to him.
