Settlers Not Converting To Soldiers

I chose Spectacle Island as my location to fight the gunners at the opening of Chapter 3. At this time you don't have outposts yet, so I figured I'd come back later down the line and switch the location to an outpost once the war efforts got going fully. Well I leave the location alone for a couple days as I get into the storyline, and I finally come back to discover the place now has nearly 40 residents (Well beyond my Charisma cap of 25) and I figure "cool, I'll convert this location to an outpost and that'll finish up my quest to send 45 soldiers to the southernmost outposts." I convert the settlement to an outpost, let it run for a minute while it converts, then take off to home plate to let scripts settle down and do some more work on my house. Several hours later and all of the people at Spectacle Island are still considered Settlers, not soldiers. Anyone know if there's a fix to manually get these guys to convert to soldiers? I don't want to have to mercilessly gun down send all these people to the Capital Wasteland to free up space for soldiers, but I can't really have 40 normal settlers filling one of my major outpost locations.
 
It'll be tedious for 45 people, but you can use the Recruitment Clipboard to "Conscript" them all as soldiers. Equip the clipboard and talk to one. You should have a "Conscript" dialog option. Since they're at a settlement that's already an outpost, it should bother promoting you for where to send them; they should just salute you and become a soldier. Repeat with other settlers as desired.
