Settler Bug - cannot move existing or send new settlers

Encountering a perplexing bug recently, and I'm trying to determine the cause. It could possibly be the recent Bethesda update or the Workshop Framework/Workshop Plus mods or possibly a combination of both.

I cannot move settlers between settlements anymore. I can select a settler in one location, command him to (X) Move to another, and then nothing happens. He just continues on with whatever task he was assigned to originally.

Similarly, I cannot send new settlers that I rescue on the road (as in the Rogue Robot quests) or Erickson's dogs to any settlement. The Send To dialogue does not come up and the game hangs in the conversation mode. Presumably, the same happens with the Brahmin vendor but I can't confirm that because right now she's stuck in a "see me in a couple of days and then we can do business" state. The brahmin standing next to her is, I assume, the last one I purchased that never went to its new home.

Has anyone encountered bugs like this lately? I can't determine yet if this was the latest update from Bethesda or the Workshop mods, since they all came at around the same time.

Any help appreciated.
 
Is this in all locations or just one?

This situation happens to be exactly what happens in newly added custom settlement locations if the mod esp contains errors that prevent the settlement from being registered to the workshop system.

Does this also reliably occur on a New Game? If yes, does it also still reliably occur if you exclude mods from running, aside from Workshop Framework/Workshop Plus? Does it occur on New Game with Workshop Framework/Workshop Plus isolated as only mods active?
 
I have spotted this behavior in three of the four Far Harbor settlements (I don't have anyone in Longfellow's Cabin yet), and in the settlements of Graygarden, Starlight Drive-in, Kingsport and Sanctuary. I haven't visited all of the others since, but I can assume it's the same in all of them.

I do not have any additional settlements besides the main game and the dlcs; no custom locations, but I do have some mods that may affect the settlements. I'll look into that as well.

As for a new game. I'll have to play through from start and see if it occurs there as well.

It's the best way to test if issue is related to your existing save game or due to mod install(load order issue, conflict, etc). Both ways take time so I usually first try doing new game to see which way I have to go, saves time vs doing steps for both.

For speed of use later on what I do for new games is this:
Disable all mods, Start new game, play normally till you get out of the vault, Save through console command menu with "save fresh" without quotes.

Every time afterwards when I need to test via new game I just load via console with "load fresh" & can run to sanctuary to try workbench from there. This way it's fast to just try load fresh whenever an issue like this comes up so that save game issue can be ruled out if possible, or if the fresh one works then I know it's likely due to a save game issue.
 
@FO3Obo Is this happening with the 1.0.5 patch of Workshop Framework? I improved the scripts dramatically to avoid issues of scripts getting backed up - which is usually what causes the types of issues you're describing.
 
Found and identified the problem. A bugged settler seems to have caused the scripts to fail. once i regressed to a save that didn't include her, the whole thing started working again.

Hmm that's interesting. I wonder how they get bugged out? If you'd had to go way back could you kill the settler instead or use Banish Settler Button on them?

How did you find which settler was bugged? Am kind of curious since I think I might have experienced this bug though it was probably 9 months to a year ago, like last fall/winter I remember restarting because of similar situation. I don't mind restarting too badly because my fresh save system & because of Rise of the Commonwealth/Transfer Settlements.

I had made a settler out of an NPC that probably shouldn't be a settler.

When I encountered K1-98, i was so intrigued by her backstory, i'd decided i wanted her in my settlement, so i used the settler commands to do it. In the back of my mind, though, I think i suspected there'd be a problem, so I made a save just before i used the console commands on her.

Just after that, Bethesda released its 114 patch and I got distracted with the conga line of unceasing settlement attacks, so I'd forgotten about that while I spent the next few days trying to resolve that bit of fun (different story). When I got back to actually playing, though, that's when I started noticing the problem. When I saw the settlements' happiness dwindling, I first thought that to be the very much expected results of the by-now extensive damage from the near constant attacks, but when I needed to redistribute my settlers, that's when I noticed there was something bugged.

Fortunately, when tracking backwards through my previous save on this thread's advice, I noticed K1-98's save, so I regressed back to that one and that was when everything fell back into place.

Just have to be careful in who I let in, I guess. I wish her well.
