Settlement Themes - Nothing to set/tag

Getting started in Sim Settlements 2. I wanted to setup themes for my settlement but when I select it, I get the trade window but there's nothing in there to select/move. Does this only work if I download themes somehow? Do I need to finish more of the questing? (I'm on the Finding Ron quest)
 
Yeah there's meant to be a big list of options in the right-hand 'trade' window - see attached image.
I don't THINK they are meant to have any requirements to 'unlock' those?

Just tested on a brand-new character and the list still populated just fine... although the actual options available was different?

Yeah I got nothing there. I have the install down perfectly. Unofficial FO4 patch, HubFramework, WorkshopFramework, then SS2. I have a bunch of other mods too. I can also customize plots just fine (i.e. use ASAM, set industrial plot to junk or building material) but I just don't have any themes. Also when do leaders show up? I thought I would get Codsworth but when I try to assign a leader I never get anyone.
 
Leaders should work right away too, as far as I can tell; as long as you've at least met the person. Something odd's going on here...

You should be able to assign someone to the Desk the same as you would any other object when in Build Mode, though... although not everyone has "leader bonuses" like the ones that are meant to show up if you go to the list and do it that way.
 
I did get Leaders to sort of work. I hadn't actually built another settlement yet. I went to Hangman's Alley and built one there and I was able to select Preston and ADA as possible leaders (but still not Codsworth.) Still didn't see anything in themes section though. I may try to restart and see if things come back. Also not sure if there's any kind of weird conflict of mods that isn't showing up anywhere. I have quite a few but assumed most don't care about SimSettlements. Using workshopPlus, Rise of the Commonwealth, and some Vault-Tec add-ons.
 
Was just wondering if this was figured out at all because I'm having the same exact issue. I open up the prompts to select a theme and it says Generating list then nothing.
 
Not fixed yet. I was finally able to get some leaders to show up, and they will build city plans. The theme filtering still doesn't work (trade window still empty) sadly.
 
I'm wondering if it's a mod that we are both using that is conflicting with it.

Maybe someone might see something that doesn't work with the mod. Also the StartMeUp version I'm using is just the basic version that skips the pre-war stuff and spawns me in the cryo-pod. So nothing like skipping main quests or anything.

oh I did use an alternate start mod to not be the actual vault dweller. I suppose I could start a new game the legit way and see if that changes anything. Here's my mods. I just follow what Vortex tells me to. The only issue I ever had was when I tried to add the baka scrapheap mod and the game just plain wouldn't start... so I removed it.

Alternate Start mods may or may not cause problems with other script-intensive mods, not just SS2; depending on HOW they skip the starting sequence and where they put you in the game world, things might not have had time to fully 'initialise' behind-the-scenes before you're expecting it to all work.
As a point of reference for you, I timed it myself once - on my PC (mid-range at best), with only the "bare essentials" to run SS2, it took from pressing New Game until Vault Tec Rep was telling me to just look at how wonderful the sky was before SS2 had finished initialising, which works out to... just over a minute or so. And that's with nothing else hogging CPU time.

RE: Scrap Everything "Sucks" I really like removing the extra waste and sometimes the uneven ground bits. Why is Scrap Everything bad and is there something that does a lot of it without "sucking" ? :D

Also will rejigger my mod load order. I stopped playing for a bit when another game came out so maybe I'll try to restart FO4 again without any alternate start and see if the themes are okay then. Thank you all!
 
(not the problem, BUT)
HUDFramework should load before WorkshopFramework. (does not apply to xBox users)
I changed that and now HUDFramework isn't working properly lol. It worked perfectly when I loaded it AFTER. Now I get stupid issues like the materials and settlement frame not being able to be moved to where I want. The hotkeys just don't do anything. I have to restart the game over and over untill it works. With HUDFramework AFTER I don't have any issues.

Haven't had any CTD's and I did remove Scrap Everything and start a new playthrough, but I really love that mod and never had issues with it before. The amount of things in the game that you CAN'T scrap that you should be able to scrap is so annoying. Like in Sanctuary.. there are some jungle gyms and a swingset down by the riiver, you can SCRAP just the playset yet you CAN'T SCRAP the other 2.. that is just dumb.
 
Scrap Everything disables some performance systems which will lead to game instability, random CTDs and eventually a corrupt save file. It is not a question of if. It is a question of when. It could be in 15 min. or 5000 hrs. hence calling it instability.

I removed Scrap Everything from my load order years ago. I didn't like having a ticking time bomb in my game and wondering how much time I had left until I was screwed and had to start over...
 
Okay I finally got around to doing this. I removed Alternate Start completely and Scrap Everything. I did the full intro legit, did the first set of stuff with Codsworth. I got to the workbench and scrapped enough to build the city desk. I still don't have any theme tags when I try to set up themes sadly. :( I guess my next thing is to try to disable everything but SS2? I'm not sure city themes are worth it, but I also don't know what else is borked up in SS2 or other stuff. Everything seems to be working though recruitment is kind of slower than I remember from SS1. Been able to plow through the SS2 quests with one hiccup (had to restart when I built plots ahead of the quest and it screwed up everything...)

I did the same thing with alternate start on Xbox as well. Removed it and started a new game, still no themes. I guess my next move would be to disable all the other mods as well, but I don’t know if themes are worth that.
