Why does my radio beacon have municipal plot 2-2 as the radio station? Is that a bug do I need the original fallout 4 beacon still or just the communication shack?

Why does my radio beacon have municipal plot 2-2 as the radio station? Is that a bug do I need the original fallout 4 beacon still or just the communication shack?

I think the communication shack increases the chance of getting better settlers (higher SPECIAL rating). Please correct me if I am wrong.
