Settlement level

So my Manage Sanctuary menu reads:
Current level: 0
Percent to next level: 100%

I have 80% happiness, I have water, food, beds, defense, they have plenty of weapons and armor, food and water stored, the scrap requirement is at 100% the town leader is codsworth, the blueprint is the basic one by knig that comes with the mod.

Why is sanctuary not going up to level 1?

how long has it been stuck at L0? may take days before it levels up.
Do you have manual upgrade on? On the blueprint on the desk is the option to level up(scroll all the way down)

Bottom option is refresh city even after turning on manual upgrade? I can't scroll down tho there is only cancel, view details, assign leader, remove plan, refresh city. If I assign a leader its the same but with one extra leader option.

Try Rebuild Local data from the city holotape Tools>Config Tools

Well after setting it to manual, then to auto and then back to manual it out of the blue triggered when I went to sleep... Strange.
