Closed Settlement HUD disappeared

Since 3.1.6 when I load my saved game I get a message "HUD framework no longer available, disabling SIM Settlement HUD pieces" and sure enough the needs meter has disappeared, both when I'm running around normally and in workshop mode. I haven't changed the settings for it, Settlement Menu Manager is still loaded and enabled. Everything else seems to be working normally.

The needs meter comes from HUD Framework - do you still have that enabled? (The Settlement Menu Manager is what gives Sim Settlements its own menu.)
