SetStage not working - Solved

I'm stuck trying to do Court Practitioner Drafting but Simon is not there, so I looked at the other posts that cover this and have tried the following.
GetStage SS2C2_NDCowdy_CPD_Act2_Judge that tells me i'm at stage 15 so I try to use SetStage SS2C2_NDCowdy_CPD_Act2_Judge 10 but when I use GetStage again it still shows as 15.
This is my first try in survival mode so I don't know if that is my problem but I can only go back a few saves, the last time I had this problem I dropped back 10 or so saves and that fixed this, but no luck at this point.
Are there other things I can try?

Well it looks like I got lucky the only save I could go back to let me reset the stage.

You can't use SetStage to go back to stages that happened before the one you are on. You have to load a save before you passed the stage you want. SetStage only works forwards, not backwards.
