When I found this feature in Mytigio's mod set I was elated. I play Fallout 4 mainly for settlement building and I came back specifically because of the RotC release.

So I am building in Sanctuary manually using Sim Settlements, but of course I come to my settler cap, but I want to build more, and after some research I find the Scav Dispatch Team plot.

I install one and it builds to level 1 just fine, but nothing seems to be happening.

I have at least 3 unassigned residential plots, 2 industrial and 2 agricultural. I have 14 settlers and only 13 beds even though I have unassigned residential plots just sitting there.

I have turned off the settler limit in the Sim Settlements options and I have been doing things away from my settlement. It has been at least 4 or 5 days game time and about 6 hours play time and no new settlers.

Just curious how long it takes for new settlers to start showing up, or if I did something wrong.

Love this Mod and thanks to any who can respond.
 
When the cell unloads, nothing really happens there. Several of the scripts/functions in the game are triggered by you entering a cell. Some will trigger on you spending time there. Leaving them alone will only freeze everything. Hence the game logic depends on you coming and going. And having a little time pass now and then. Build some. Explore some. Build some. Clear out a cave. Build some. Repeat.

Get things started by manually assigning settlers to the unassigned residential plots. Even if that means that you move them from other active plots. Free beds and vacant jobs drives the recruitment logic. You can also raise the unemployed number from the default 2 to the maximum 5.

Ah didn't realize that when you were gone things froze up, guess I will try the leaving and coming thing a few times, as well as reassigning a few settlers to the new housing plots. Thanks for the info!
 
That's why stuff crashes when people enter areas - all kind of shit gets stacked up waiting for your arrival - then fires all at once - overload. Kinggath has worked hard to throttle that mass firing of scripts onslaught.
 
Okay I went in and reassigned a bunch of settlers and they did start building the plots, and my Scav Team Dispatch building has upgraded to level 2. I did find that I had disconnected power to about half of my settlement, so I reattached that. Everything seems to be running along fine but just no new settlers yet, will keep an eye on it.
 
Keep an eye on the three topmost HUD meters. They are the status indicators of how your settlers feels. If you're below 100% on any of them, you will notice it on the recruiting. (The other bars are mostly good to know stuff.)
 
Okay I have two more settlers! I went and did a quest and checked my pip boy and it said I had another settler so I went back, as sometimes what your pip boy says doesn't jive with what is actually true. But I did indeed have another settler so I stared doing some things around Sanctuary and bam another one shows up. Funny thing though, the in game workbench menu says I have 13 beds even though I have more residential plots than that, and I still have residential plots that are not claimed. But the Sim Settlement meters are all 100 percent for food, water and housing, so I guess I will just ignore the in game tally. I also set my unemployment limit to 5. Thanks all for the suggestions!
 
Glad you got it working!
The residential plots need to be built to level 1 before they counts as beds. Bunkbeds counts as one, btw.
And, yeah, the Pip-Boy view is iffy.
