Hiyo!

First off, thank you so, so, so, so-so-so much for this mod. I felt overwhelmed by the building system in Fallout 4 (I lack the creativity to expand outside of a box) and your mod has completely reinvigorated my enjoyment of the game! Now, on to my questions!

Notes: All settings are set to automated, minimal involvement, City Desk was checked for Upgrades, all Settlement stats at 100% , and Refresh City/Rebuild Local Data used.

I've been learning Sim Settlements Three-In-One 3.5.0b this week and practicing in Sanctuary with a fresh save. I've noticed that the max settler count can default between 15 or 26. This trend seems to continue with 3.5.1 this morning. I am using Leaders of the Commonwealth with Sturges as the City Leader (I really wanted to take Codsworth with me on my journeys).

Previously, on a playthrough with 3.5.0b, the Settler max defaulted to 15 and the city stalled at 48%. No new settlers would join and existing settlers would stop adding improvements. I tried refreshing plots, refreshing city, and rebuilding local data. Waited through a week of time and there was no change to the settler stats. My testing fell apart at this point as I started swapping between Sturges and Codsworth (who defaulted to 26 on the first build) which made me lose time chasing down something wrong with LotC.

I reloaded a clean save and installed 3.4.6a and was not able to get Sanctuary to default to 15 with Sturges, it would always default to 26 (small sample with 5 new city builds) and successfully auto-leveled it twice, once to Level 2 by waiting.

This morning, shortly after 3.5.1 dropped, I tested the clean save with Sturges and saw the 15 and 26 default maxes again (using the same save). I did not test the max 15 settlers yet to see if it stalls again but I did test with the max 26 and it stalled at 100%. I used console commands to max happiness and donated supplies to reach 100% of everything. I tried refreshing the city and rebuilding local data, then waited five days but no upgrade. Changing to Codsworth had no affect on the upgrade (refreshed and rebuilt). Settlers continuted to join and upgrade their plots during this time. Testing stopped after I reached 15 settlers.

I realize I haven't tested every variable/scenario but hopefully this helps provide more information. I'm also working on a playthrough with 3.4.6a but will report back in this thread as I'm able to test variables.

TLDR Is Leaders of the Commonwealth safe to run alongside 3.5.x? Is there another variable I should test?

The 26 comes from the Complex City plan. 15 would come from the optimized. I'm uncertain how it would be swapping back and forth... The Complex City Plans now have (Complex) in the name, so you can confirm on the View City Details option of the blueprint menu which you are using.

Best I can suggest is to load up a new character (you can snag a Quick Start save on Nexus to speed this up), and play through until you have Codsworth or another available City Leader to test the CP and see if it still keeps showing the wrong max. If it does still happen, this will confirm it as a bug I need to fix - otherwise, it's like just a quirk in the save.

Hiyo! Reporting back. When manually selecting Complex Plans, they will build appropriately and level up the settlement.
