I was looking for this and asked for a pointer to it in the general forum - was told it doesn't exist but would be kinda nifty. So here's some thoughts for a remote-viewing list of your settlements:
* settlement name (alphabetical order?)
* city leader (or "no leader")
* current level (or "no level" or "*")
* upgrade % scrap/defense/food storage/happiness
* upgrade % progression
This to make it so that you can quick-monitor remotely rather than go to each city to check progress.
Possible problems/caveats:
* if someone is having an issue with a settlement/city build, it might CTD the game
* it might put too much stress on the game, calculating all that for all cities at once (in which case, just current level and maybe % completion?)
