Solved RotC settlers not working on or building plots

In sanctuary, level 0. No one is working on building plots and everyone (except for new arrivals) are unemployed. I set "hold upgrades until i see them" to off in hopes that it might do something but they are just sitting there doing nothing all day long. I manually assigned a few of them to some plots i could find. Shouldnt the settlers do that on their own? Manually assigning them is also tiresome since the plots are hard to find. I doubt they even exist, so far i only found 2 farms and an interior residential.

What do you have Assignment settings on? If you haven't tried them yet they are found in the holotape under Assignment. Auto assignment can be turned off but it's usually on by default (guess the start up menu could have turned it off). There are also settings about whether you'd like the system to take settlers away from vanilla beds/ work objects in favour of plots. There can be a short delay before the system assigns settlers depending on how much pressure the scripts are under. A settler may also be finishing off a residential plot before they are assigned to a work plot.

I have everything on assignment set to on. I even started a new save to be sure since i installed sim settlements mid-playthrough with my older save. made the foundation level in sanctuary at the beginning (after saving preston and co.)
Even after all of that they still hadnt built the residentials and farm plots. Had to manually assign them to those.

They did increase the "advancenment to next level x%" thing tho.
