RotC level 3 city

Is the City manager necessary once a City reaches level 3? Just curious if I should send them back to their day job.

BTW, my Sunshine Tidings is at level 3. Love the way it ended up. It was very interesting watching it progress.

Only one question related to the leveling process. When I try to find the city managers desk after an upgrade, it's pretty easy at level 1. Finding it at level 3 took me a while (although in the end I noticed that the desk was raised a floor at each upgrade level). Do you need to keep all the pointers to the previous desk locations? That's my only recommendation, to remove the previous pointers.

Once your city has finished you can reclaim your companion

I removed the city leader from my level 3 city yesterday. Today I go to the city and the 'card' for it says it is now level 0. Is this supposed to happen?

Yeah, that's normal for now - I have to find a better way to handle freeing up the leaders as doing so through Take Back City makes it so you can't refresh the city.

The safest way to free up the leaders is to just take them as your companion. That should leave the city listed as level 3.

Will new residents still create new plots even without a settlement leader? I'm still not entirely clear on how and when plots are generated.
