ROTC and IR

Do I need both or can I use just one of my choice. i.e. does Rise include segments of industrial.?

None of the default city plans use anything from IR. If you want to do IR content with RotC you have to manually change plots to advanced industrials, or zone more plots for it(including swapping/adding settlers).
