Question Robots still count toward settlement max

Hello.
Recently, in my save, I turned off Robots counting toward settlement max population, but it didn't seem to affect anything. I have a settlement with 20 settlers and 3 are robots, but I can't send anyone else to that settlement because it registers as full.

What is your charisma? Have you altered the setting for charisma being used for recruitment?
