NEWB Question: Once I start the city plan for Sanctuary (the complex plan if that matters), should I wait until the city reaches level 3 before finding a location for Mamma Murphy's chair? Or is that part of the build process?

It's a quest item, so you can do it any time after she asks for it. Nothing to do with SS.

My concern is that if I place her chair in the wrong place, as the Rise of Commonwealth upgrade process occurs, I might find her stuck in a wall, or roof or some other kind of "non-normal" location. Since I've never seen the finished product (ie, level 3 Sanctuary), I don't know if there is a space that's gonna be built for her during the process, or if I need to find a special home for her outside the RotC build area.

You can always place it on the 'front porch' area of her assigned plot.

build it in or on the water so shes right out of the way, then overdose her. she falls into the water and floats away.
