Old Post Rise of the Commonwealth features integrated in Sim Settlements base mod?

I'm a bit confused. Why can I use the city planner's desk to assign city leaders, tear down settlements, let the settlers build cities all by themselves and use the interior plots without Rise of the Commonwealth expansion? I thought those features were not included in the Sim Settlements base mod, at least I couldn't find any mention of them in the mod description page on Nexus.

This could easily be a mistake on my part had I downloaded the "Sim Settlements Three-in-One v4.0.5" file, but I downloaded and installed "Sim Settlements v4.0.5" file. This happens on a completely new game and the only other Sim Settlements mod I have installed is the Industrial Revolution Expansion Pack.
 
huh! That is what I thought "that internal plots were a product of ROTC."

I can't remember when the desk was implemented?

I guess if one was interested enough it would be interesting to fire it up in xedit and see what all is in each one.

As-is, it is interesting. I might test it out for myself when I am testing between games.
Thanks for the post. If I had just installed the two you did I would be thinking the same things.

I would still check the size. Both esm are named the same. and hahaha I myself have downloaded the wrong one before :crazy The mod not the esm-plug should also say?

Okay, I did a test. I removed every Sim Settlements mod on my computer and manually downloaded only the standalone Sim Settlements v4.0.5 mod and started a completely new game with only the mods shown in the picture below.

It was quite interesting to find that I could build the interior plots, the city planners desk and assign city leaders even though the only Sim Settlements mod I have is the standalone version.

This makes me wonder what happens if I let, say Codsworth, be the leader of Sanctuary Hills and allow the settlers to build the city by themselves. Surely it should break at some point somehow? So far I've tried assigning Codsworth as the leader and let Sim Settlements tear down the settlement. So far everything seems to have worked just fine.
