Solved Recruitment not working.

I've put in some very generous resources and turned off the soldier needs. But I'm still not getting any new recruits. And it's been over a month in-game since I donated those resources. But it's still only showing that I'll have 5 possible recruits the next day. And yet, the number is still only at 17 with 3 warriors. How do I fix this issue? It'll be impossible to advance any further otherwise. Jammer has also not given me the talk about that we need to target settlements with Industrail plots so we can get better weapons. Last time I got that, it was long before I even went off to meet with Dakka. And now I'm all done with her.

Ok, regarding Jammer not giving me the talk about industrial plots is solved. He's not mentioning it because he's stuck on the Slave buissness and doesn't move on from that.
 
Not sure if this will help your issue, but I had a similar one, not enough warriors to progress to my first assault. Then I realized by watching the tutorial videos that you could simply change the role of your settlers by using the secondary menu when you interact with them. If you go up to a recruit and it says raider recruit or whatever your faction pack names them, there should be a secondary menu saying they are a worker, guard, warrior, etc.

Activate that menu and then change a worker to a warrior, I had to do this as I had 17 workers and no warriors, then I could proceed to my first assault.

Another thing I noticed is that I don't seem to get any new recruits at Sanctuary which is my main outpost. I have like 45 beds, and tons of resources and over 3500 caps and tons of drugs given to Jammer, all aspects of my WRE menu are full except for caps but I still show zero to be recruited in Sanctuary when I check.

My solution: Take over Red Rocket as a outpost and set up a bunch of beds, one guard, a recruit beacon and then just assign all that show up as whatever you want and send them to whatever settlement you want.

This is how I am getting new workers and guards to fill up Sanctuary. Then once that is done I will use them to build up my warriors.

If they're full, you are at break-even and will get no recruits.

You need a surplus, above what you need for your existing soldiers, to get more. Generally each recruit needs +10 above break-even. It will round up and give you an extra person if you have any part of the 10 (not sure that's ideal, since you then have a deficit, but that's what it does). So if you see

Wages: |||||||||| +15
Rations: |||||||| +30
Equipment||||| +20

you will get a max of 2 recruits the next day. It rounds the 15 up to 20, your lowest value is 20, 10 per recuit, two recruits.

If you see even one category with no surplus: no recruits.
 
Thanks SF as it sits now I have a surplus in everything but caps but I have 4000 caps in my bank. And I guess I didn't assign enough commercial plots at Sanctuary yet. But even with no surplus of caps I can get warriors showing up regularly at Red Rocket, which has one guard and two workers at this stage. Then I just send them to Sanctuary.

I am still very early in my play through so I will just work on getting some commercial plots filled.
