I've started a playthrough with SS2/RotC and have noticed the following "issues"/differences between the SS2 and SS1 versions.
1. There's no longer a meter telling me the progress to the next build level. I get a fairly rapid (a few days) interval to go from level 0 to level 1. Now, I've been waiting weeks for the next upgrades at all 3 of my settlements and I have no idea what the hold up is. Yes, it should take longer... but again, no feedback on progress.
2. There's no way for me to know the progress in scrap accumulation required for the next build level.
3. If I hold city wide upgrades until I "approve" them, I don't enter cinematic mode to see what the next level brings. This is my favorite part of the multilevel city plan process. I only enter cinematic mode when I start building a city plan. (You can take a cinematic tour of the settlement, but that's not the same thing and something I don't see myself using.)
4. Building seems to stall if I leave a settlement and then restarts after I visit them again. As a low involvement settlement player, I don't want to babysit settlements like this. (This did occur somewhat on SS1, but not to the degree I've observed with SS2.) SS2 is my only script heavy mod. I do run many quest mods (mainly Thuggysmurf series) as my only other potential script intensive mods. No combat overhauls. Script lag really shouldn't be an issue.

My biggest complaint with the SS1 version is that if a city plan was stalled, there was no way to know why if scrap was 100% satisfied. Now there's even less information available.
-Is this information located somewhere else now?
-I'm hoping that my above issues are simply lack of familiarity with the new/updated tools/options.
 
Update:
I had the "Hold Until Seen" option set to ON, which blocks individual plot upgrades until you interact with the plot. I set this to OFF and now my cities are upgrading as I expect them to.

When I select the Upgrade option at the City Planner's Desk I still do not enter cinematic mode. I have as yet not found an option that might explain why as I have all the "cinematic mode" options set to ON.

As an aside, if I do select the "Take a Tour" option, it takes quite some time to enter cinematic mode. 30 seconds or more.
