Little unclear on a couple of things:

Is it possible to have all my provisioners in one central settlement? I'm guessing no.

If I put the locker designator in a random container instead of a workshop will building materials from workshops still be shared across settlements, both for vanilla building and SS plot upgrades? Rather keep it separate from the workshop just for organizational reasons.

Also wondering if the game treats this as a vanilla provisioner? I was reading that the level 4 merchant's population requirements can be fulfilled by your trade network rather than just 1 settlement. Just want to make sure that will still work (if it is in fact the case, only saw it mentioned here and there).

Edit - Was trying to decide whether or not to use this, but went ahead. The answers are no, yes, yes.

Depends on which mod you are using. There are two different versions of IDEK available (both are on Nexus).
This version (which is the newer version) does allow for a star configuration.

random container instead of a workshop
IIRC, if you use a random container - it will not be connected to the workbenchs. The supplies can be accessed in the settlements, but you have grab them from the locker yourself. (been a very long time since I used a container - always use a workbench the last couple years).

level 4 merchant's population requirements
It should work, but to be honest - it's been years since I've bothered with the lvl 4 merchants - so I'm not positive.
 
Thanks, I somehow missed version 2. Version 1 has a starburst configuration as well but it's noted that settlements can only have 1 desk, and 1 settler per desk so unless it's rehoming settlers around behind the scenes, I figured the provisioners would be spread out and just have the same destination.
