question regarding ROTC upgrade requirements.

what exactly are the requirements to reach level 1 with a ROTC city in sim settlements 2?

my sanctuary really ought to be ready to go. I've got 15 people and it won't accept any more transfers in, happiness is 87, all settler needs are met, I've got plenty of all the junk types in storage.

no matter how I google it I can't find an answer to the exact requirements for a city plan upgrade in sim settlements 2. the Sim settlements 1 is at the top of results, and there's nothing else. am I missing something simple? has it changed? is another mod breaking things by not letting me have more than 15 settlers in my settlement? thanks for any advice.

I'm playing with the Magnum Opus modlist off Wabbajack, if that helps narrow it down.
 
Well first of all SS2 has a lot of custom settings that allow you to edit the way upgrades and population work so I'd check that first. Like the population cap can either be controlled by a city plan or it uses the vanilla system of 10 + Player Charisma = Total Capacity. Some other things to keep in mind is that it can take a few in-game days for the upgrades to become available.

To me it sounds like the city plan isn't upgrading because you don't have the right amount of population in it yet. I think the most likely scenario is that you're playing a character with a 5 in charisma and that's why the limit is 15. To try and test this theory go to another settlement you have and use chems or alcohol to raise your charisma temporarily then try and send them to Sanctuary. If that works then you just solved your issue :)
