Solved question regarding city plans and default settlement objects

are there versions somewhere of the ROTC city plans that work properly after using the scrapall console command in an otherwise vanilla game?

Longform:
Like others before me I want to use Sim Settlements with a clean up mod. specifically GKX's Commonwealth Cleanup and Big Junk Remix, all that scrap from cleaning up random locations really adds to the pool of scrap for building up settlements on the middle difficulty preset. feels like the perfect companion to sim settlements to me. I know this isn't recommended and there are many problems that can arise from using cleanup mods with sim settlements. but I see a solution to the only related complication that bugs me, and wonder if the materials for it are out there. and if not, how to make those materials myself.

what I need is a version of the rise of the commonwealth city plans that restore the vanilla settlement objects that are present from game start instead of relying on those objects to still be present when executing the plan build, that way I can use the scrapall command at a settlement before executing the build, and avoid having GKX's clean-up-scripted trees cars and other things hang around after the build. this way I won't be left to guess as to what's part of the design and what I should be clearing out manually. CC&BJR doesn't really make structural elements scrapable, so restoring the objects that are scrapped by scrapall in a vanilla game should be plenty enough for my purposes.

I understand such build plans would be quite chunkier file sizes than the included ones, and will probably have inflated build times too, and that's probably why they're not there by default. but I was wondering if anybody has made such things and made them available, or if I maybe missed an obvious official download for such plans on nexus, before I dive into the city planners tool kit and try to make them myself for personal use.

Addendum Question:
if they don't exist out there, and I do make them for myself, am I permitted to share them? or would that violate some manner of ethical/legal thing? I've never been clear on what is and isn't okay in terms of modding other people's mods.

EDIT:
It would appear the compact city plans optional download from the ROTC expansion's nexus page does what I needed. I feel kinda silly for asking such a long winded question when what I wanted was literally right there. but here's the answer in case anyone else has a burning need for this and was as oblivious as I was.
