Question in Build Limits for City Building

I've built a small 'city' in Tenpines. I know... crazy for my first build, but there it is.
I was fine. Small town vibes for 15. But then I upgraded to lvl 3 for testing and then whammo. No more building.
Now... I know this seems basic, but I haven't built without an 'unlimited' mod in years!
I deleted some... no changes. Should it refresh while I delete? Or is there some trick I'm missing to determine if I've removed enough?
Or... do I just keep deleting at lvl 3 until the meter is happy again?

As previously noted, this mod is absolutely massive, and jam-packed with stuff to discover. One of the sweet tools provided by the SS2 mod is a way to increase settlement build budget.

Go to the workbench:

Press Space (or whatever is indicated beside the MANAGE option

Choose the first option, "Configure Build Limits"

Increase by your desired amount, keeping in mind the power of your computer / console (the more you build, the more system power is required). I have a pretty good system, updated almost two years ago, and I generally go for an increase of 100% at least twice.

Thanks so much for your reply. I was aware of the tool. I think I got it into my head that twice the limit (what the builder tape does for you) was a hard best practice limit for uploaded plans. So glad to discover that isn't the case!
