Bug Question about resource types and factions

I started a new game, set up conquest to build some random settlements, met Jammer, yada yada.
Did a few Jammer quests, but honestly, my heart isn't in it, so I did the quests up to the point where I make my first raider settlement, and Outpost Zimonja was my choice, following Kinggath's let's play.
At the same time, I've downloaded and installed the minuteman faction, and here's where I have issues.
My goal was as follows;
Build up the Minutemen, destroy the Institute and rid the Commonwealth of the BOS. That ileads me to the Minuteman ending. There are, and always will, be raiders. So my idea was to have a Minuteman v Raider play-off for the Commonwealth.
I have built up Minuteman settlements, and I'm recruiting both raider and minuteman NPC's by going to Outpost Zimonja and putting resources into that desk for raider recruitment, then going to Red Rocket and doing the same for Minuteman recruitment.
what I am seeing is that I am recruiting raiders into minuteman controlled settlements, and they are friendly, which is obviously not correct.
So my questions are;

1. Is that a bug in the minuteman faction mod, or in conquest
2. Does the type of resource not distinguish the type of NPC that is recruited? So, regardless of the resource type, if I add enough resources to generate one NPC, that NPC can be of any faction (raider or custom faction) and will be friendly regardless?
 
Likely this issue is in Conqueror and me not anticipating people trying to do what you did. I'll have to look into a solution for this.

In general, you're only supposed to be allied with one faction - and the underlying systems are all built with this in mind. So donated resources are converted to a universal pool.
 
King, thanks for taking a look at this.

If you can create a new faction, and that faction requires resources that may/may not be the same as the raider faction - is it feasible (i.e. you don't need to tear up what you've coded up to now) that depending on the faction assigned to the war desk, an NPC from that faction will be spawned at the settlement the supplies are donated?

So, in my situation, if I donate resources at Outpost Zimonja, I am always going to spawn a raider at outpost zimonja.

if I donate resources at a settlement that is allied to any other faction, I'd like to know that I'm going to generate an npc of the faction that owns the war desk at at that specific settlement?

alternatively - i only have outpost zimonja as a raider settlement, but i have no way to abandon it, even if i kill everyone including jammer.

is there a possibility that you can create a "cold feet" option, and allow the player to bale out from Jammer and his crazy ways at any point in the quest line, which would, in theory, make jammer and his raider army hostile to the player and any settlements?

this would (at a very high level) conceptually the same as in-game raiders in the hostilty stakes?

of course, everything I just typed may be complete rubbish, in which case feel free to ignore everything i wrote.

i've noticed a couple of posts, which are conceptually similar to this. if it helps you, feel free to mark this issue as "solved" as you are aware of it, and it may come later down the line.
for now - it's simply not something the code supports - that's on me, not your code.
