Question about recruiting beyond Settlement limit, local feature ?

Hi all i had 2 questions,

1) I just reached level 3 and max settlement limit with Sanctuary ( 26 settlers ) but i still have plenty of room left to build things ( plots the optimized build is using but the complex one is not )

So i was wondering, there is a feature under recruitment where you can disable settlement limit but is that for all settlements?

Because i would only want to do it for Sanctuary for now and see how it works out, since i didnt see it under local options i'm thinking its not a local setting ?

2) I am also using the recruitable settlers option, which has level 4 merchants, i did not come across any yet but if i recruit them and send them to a settlement, will they get priority for a store or do i have to do it manually ?

1. Not currently available as a local setting. You could turn off the Charisma Limit and also reduce the max unemployed down to 1, so at worst you'd have 1 extra settler in each settlement.

2. You have to assign them to commercial manually and make sure you give them a matching building plan.

Thanks for your reply Kinggath, any chance it might become a local feature in the future or is that to much work to do? ( i have absolutely no idea about coding )

I have 26/26 settlers at Sanctuary now with Charisma turned off, i do still have unemployed at 3 so i will change that
