In this post, "work plot" means either an agricultural plot or an industrial plot.
1. Construct plots for your settlers. (Given that you start the quest with x settlers, try to build x residential plots and x work plots. The 1x1 plots are adequate.)
2. If the plots do not get an auto-assigned worker, you may have to manually select a settler who is assigned to work in a work plot and manually reassign that settler to build a new plot.
3. Connecting power lines appears to be necessary.
4. At some point, three newcomers show up, led by Lily; your Pip-Boy will remind you to greet the newcomers.
5. Now you will need to build enough extra work and residential plots to allow each newcomer to have an individual plot.
6. Once the game believes that your settlement has enough work and home plots, a "commotion" will start between Lily and Old Paul.
7. Investigate the commotion and go through a dialogue, in which Old Paul will exhort you to find the Stranger.
This ends "If I had a Hammer" and starts up a new quest, "Casting a Line."
