Quest is stuck in Station Olivia

Jake is in a downed position and nothing I do can get him up. I've cleared the dungeon, killed the dudes that came in for Jake and opened the intel room. How do I fix this?

I fixed this myself in case anyone else runs into the issue. I punched Jake until he went into a downed status again even though he was already down. This seemed to reset the AI and he got up and went through the quest steps.

Vanilla companions have this issue as well. If you take the perk that makes the player unable to inflict weapon damage on a companion, this solution no longer works.

Yeah I figured it was a vanilla issue. I never take that perk. I play in a tweaked survival where guns are super deadly so I never use companions because the AI is awful and they always go down because they just run out and get shot.
