Well, even when I disable most of my mods it does not change a thing
I even disabled the big radio mod. still the error message pops up

Hang in there, you will get it to work at some point. And it's definitely worth it, imho.
You shouldn't get the warning pop-up you posted in your screen shots at all, even with an extended mod list, if you're running the game on a halfway decent machine AND if there is nothing wrong with your game installation or your mod list. (I am on my second playthrough with a pretty big mod list and I am playing on a laptop - albeit a fairly decent one - without major issues. Since I got curious about the performance of SS2, I tried out starting a new game on my very, very old desktop last night, which is so outdated it's hardly able to run vanilla FO4 on it's own, and even on that I didn't get that error or had any issues to get SS2 to initialize...)
My guess is, you have loose files or other stuff left over from uninstalled mods in your data folder. Vortex has a tendency to screw up like that, in my personal experience.
So here is what I would do, if I was in your shoes (and please note, I am in no way an expert, so take my advice with a grain of salt. But I managed to fix a completely broken seeming FO4 installation like that more than once in the past):
(0. Backup your save files, if there are any you want to keep. After that, delete any saves not needed anymore. Depending on if you're using cloud storage or not, you can do this locally or you have to do it in-game.)
1.a Manually clean out your Fallout 4/Data folder. Make sure there is absolutely nothing left in there which is not part of the base game.
(1.b Alternatively, if you have a fast enough internet connection and don't mind re-downloading large files, go right ahead and delete the folder completely, but be advised you're basically enforcing a fresh install of the complete game this way!)
2. Take a close look at your main Fallout 4 folder. Delete anything you're not sure about. I had mods leaving unwanted sh... - stuff in there in the past. Delete the .ini files. If you ever had F4SE installed, delete anything from that.
3. Verify the integrity of your game files through Steam. You mentioned you did that already, but do it again, since you will have deleted some essential files, if you followed any of the previous steps. After Steam re-downloaded the missing files, run the validation process one more time, just for good measure.
4. Start Fallout 4 once, to get your .ini files back and set your desired performance options. Congratulations, you now have a working vanilla Fallout 4.
5. Install the latest version of F4SE, if you intend to use that.
6. Manually install just the bare basics of mods, and double-check if you have downloaded the latest versions, first. The emphasis being on MANUALLY install here. I would strongly suggest to start with just the following mods, installed in this order: Unofficial FO4 Patch, Canary Save File Monitor, MCM, HUD Framework, Workshop Framework and SS2. You can add in SS2 Extended and the 4 Addons at this point.
(6.a I personally also use StartMeUp without issues, even though it's not recommended. I just use it to skip Prewar Sanctuary since I'm all so tired of seeing that part. But I know EXACTLY how long to sit in the Bathroom Scene before continuing, to not screw things up on my particular setup. And it's well possible to introduce the first problems with this step. So again, not reommended.)
7. Start your new SS2 game. Create your Character. Make a manual save right before entering the elevator.
8. Exit the Vault. Don't move your character yet, just let them stand there. Wait three minutes. Make yourself a coffee, or grab yourself a beer.
9. Save the game. Make it a named save through the console, if you know how to do that. Never delete that save file, since it's (most probably) the starting point for any other SS2 playthroughs you might want to start in the future, for years to come.
10. Play through the SS2 Main Quest at least until "Plotting the Future" completed. Make another save. If everything went well, you should not have run into any issues up until this point, and you are now set up for a nice and smooth playthrough of the greatest mod ever made for FO4. Just my personal opinion, of course. Oh, and don't forget to enjoy the beer you maybe grabbed in step 8.
At this point you can slowly start to add in your favourite additional mods, one by one. But you might also want to consider finishing the SS2 Main Quests first...
(And if you start adding more mods at any point, remember you're always running the risk of introducing mod conflicts or load order issues. How to avoid and manage these is a whole other topic, but I would strongly recommend to start using mod profiles in your favourite mod manager, if you don't do that already - I prefer MO2 over Vortex btw. In which case I personally would first create a profile for the minimal mod list used up to this point, to have a fallback option. And I'd always recommend manually sorting the load order and avoid auto-sorting through LOOT, because in my experience this screws things up more often than not...)
