The last time I played conqueror the settlements would finish once reaching 100 percent. In my new game, it went over 100 percent and the settlements haven't finished building yet. Is this broken?

Not sure if this entirely answers your question, but in the settings (MCM or holotape) you can tell Sim Settlements to ignore the build limit. If you're having an issue you might consider telling it to ignore the build limit and then refresh the city?
