Potential "Lupe Stuck" fix for Resurgence

So hopefully this helps... I found that when allowing Lupe to build the outpost for you, it doesn't build all of the artillery required for the quest to progress, so after waiting in cinematic mode for awhile just place down the remaining artillery manually. This worked for me, hope it helps
