Question Potential conflict between conqueror and a city plan?

Hi, I found something strange that might be the result of potential conflict between conqueror and red rocket's city plan from NDCowdy.
If I have conqueror enabled, I can't get some items to show up in my build.
The items i am talking about are these signs 7fZhttT.jpg nT1XcJk.jpg
If I have conqueror disabled, the signs appear normally after running the build.
I have tested with a clean saves 3 times, so it doesn't seem like an one-off glitch.
Weirdly enough, running conqueror's setup doesn't seem to have anything to do with it, the signs don't appear as long as conqueror is enabled, running the setup or not doesn't change it.

I messaged NDCowdy about it, and I was suggested to make a forum post with load order, so here it goes ^^
 
Although when I run the same city plan with Conqueror installed, the signs show up as intended. I was out of ideas, hoped that someone more technically minded might have some other ideas.
 
Guess it's not stirring any ideas so far. Not that there seems to be many candidates for further conflicts in that load order. @uituit @Sirlach with your city-plan packing experience, have either of you any ideas why city-plan items might be showing up in one person's game but not in another? Anyone else seeing the same items missing from their settlement?
 
Hmm. Usual culprit is SCOL's being disabled by scrapping mods but that doesn't appear to be the case here.

@a.dragonfly - Can we check that all mods are running the latest versions?
 
Can you check to see if you have any of these settings in any of your .ini files?

bUseCombinedObjects=0

bUsePreCreatedSCOL=0

bUsePreCulledObjects =0
 
Hmm I found out that items can be missing in some other city plans as well, not just this one, but there's also no problem if Conqueror is uninstalled.
@kinggath sorry for pinging you, but is it possible that this is a legit bug?
 
I don't see how, Conqueror is not altering any of those records, nor would it have meshes that would interfere with those.

@kinggath Do you have any idea what the culprit could be?
I am out of idea, I have tried original ini, no mod (except for F4SE, UF4P, workshop framework, sim settlements, city plan pack and conqueror) all on a clean save, I have tried to reinstall fallout 4 and the mods, nothing works, but as long as I disable conqueror in MO it works.

There's nothing about Conqueror that would cause this, even NDCowdy himself isn't able to replicate it. Conqueror does not do any of the building - all of that code is in SS, so with or without Conqueror it would work identically code-wise.

My assumption would be some sort of quirk with the way MO is handling some files, but unless someone else can replicate this and give me exact steps to reproduce myself without a mod manager involved, I don't have the bandwidth to investigate it. Just not enough time in the day unfortunately...

Thanks for your answer. I am not expecting it to be fixed, I have searched around the forum a lot and apparently I am the only one who encounters this issue so honestly it's not worth investigating anyway xD I was just looking for some advices on what direction I should take to find the culprit myself.
I was also thinking about MO being the culprit so I tested this on a clean install of Nexus Mods manager and unfortunately that did not help. It's just so strange that I can't find the culprit, I tried everything I could think of. It's just that I like troubleshooting technical problems irl and this whole thing makes no sense to me, at this point I think I have to give up and admit it that I am just unlucky LOL.
