For a good day now, real time, I've been playing for a long while that I have had enough time for new recruits to show up. However, I have 2K worth of resources for recruits and it says 5 possible Recruits but even though I've waited days, none have hey showed up. I've also not noticed the option for recruiting special units as well.

I'm using version 4.1.7a of Conqueror.

If soldier's needs are on, you need your W/R/E bars to be full, have available beds, and donations to the recruitment radio (every 100 caps = 1 possible new recruit) for any recruitment at all to happen.

If soldier's needs are off, you should just need beds available and donations. Build the beds first, donate the caps, wait. You should get up to 5 recruits per day until you run out of beds and/or donations.

Recruitment stations increase the number of recruits you can possible get per day. Without any recruitment stations, you can only get up to 5 recruits per day if you have all the above needs met.

Alright, thanks for the information. I'll try this and let you know.
