Vanilla Bug - Solved Possible issue with water

I'm not sure if this is related to Sim Settlements, but it didn't occur until I added some Sim Settlement items.
The settlement is the Visitor's Center in Far Harbor. I had a couple of the +3 water pumps spotted around, then put two of the +10 water pumps in. This has been working for several months. I put down several agricultural plots, a few residential and some industrial. While I was doing this, I noticed that my water had dropped in the settlement HUD. I didn't think much of it, so I put down three more +10 pumps and then left the area for a while. When I come back sim settlements tells me that I have 6 water. Then -16. Today it was -1. On the other hand, the workshop shows water at 999. I brought up the settlement in the settlement management holotape, and as close as I can make out, it seems to think that there's 2434 water.
I have a save sitting in Dropbox if you want to bother with it, or you can direct me to take a long walk on a short pier.
Thanks much.

This happens when your plots upgrade, they hog up all the water... farms the most I believe. Have fun managing that lol. ;)

The holotape on the pipboy screen can be wildly inaccurate already, and it gets worse if your numbers are in the negative.

A lot of different plots will start simulating the use of extra water by applying negatives to your total. If you check the plaques you can see how much each plot is using. It's meant to make meeting the settlement needs increase as your settlers start wanting to live with a little more luxury. You can turn the system off if it's a pain - it's called Dynamic Needs in your holotape. It takes a bit to fully turn off, but it will get there eventually.

I can't bring myself to turn that off. As much as I complain about the food and water issue, I still like the challenge. If I turned it off it would be too easy. That's better for people who just want to focus on the campaign and not settlement management (I think anyways).

@GreyLensman if the math doesn't add up and your pumps added together minus the negatives on the plaque, let me know and I can definitely check out if your save has something screwy going on.

Ahhhh..... nevermind. I finally figured out the disparity between the water figures the hud was giving me versus the high number in the workshop hud. Bethesda doesn't display negative numbers, and as we all know, displaying a negative number as a positive gives less than desirable results. You were right, Bethesda was wrong. Simple as that. I added more water and now everyone agrees on the number.
Sorry to waste your time.
