Possible fatal bug when selecting city plans before assigning leader?

So, this is not a quest bug, but at the quest where we had to choose a leader, I chose Taffington Boathouse, then I selected a city plan, the cinematic camera showed me that it's scrapping everything, but it didn't build anything, because it then tells me that the leader needs to be assigned to the desk first before they can build anything. The thing is, even after I assigned them to their desk, they still aren't building anything. Same with the castle, I selected city plans before the leader, then the game plays the camera shows it scrapped everything, but then tells me the leader needs to be assigned to the desk first, it never built anything.

The third time, for Oberland Station I assigned leader first, then selected city plan, and apparently everything goes normal, the camera plays and it showed me everything is being scrapped THEN being built, it also didn't tell me to assign the leaders to their desk first.

Maybe if there was a feature to remove city plans/restart it from scratch the issue could be fixed, because right now, refreshing does not fix it, so the city plan does nothing permanently in the two bugged settlement I have. I'm waiting for a new city plan to release, I'm thinking if I could replace the bugged plan with a new one, it can reset from scratch and it'll work. Am i the only one that has experienced this issue?
 
Well I have never been able to get the mod to build a city plan. Twice it failed prior to me getting to that point in the quest line and once after, however for me I am not certain if it is me "user error" or some of my clean settlement mods. I only use the clean settlement mods in a few of my popular locations, so I will try picking a plan in one of the areas that is not cleaned up with a mod and see what happens. SS2 operates fine in all of my clean mod settlements, as far as free construction goes, but I am still not sold that it is a mod conflict. This brings up a few questions that I am just unclear of how the mod works.
  • To select a city plan it costs 20 ASAM's. Do I also need to have building/construction/junk materials in the workshop or is this handled virtually?
  • If virtually do I need to have a provision route set up prior to selecting the city plan?
I have only ever made certain that I have 20 ASAM's on me when selecting a leader and a plan I have never paid any attention to what was in the workshop when I got there and that could be my "user error." After finishing the quest I see now why there are people who have had multiple playthroughs, because it really is learn as you go and after you learn certain things you end up backtracking to make alterations. From now on I think I will keep a better record of what I am doing and why that way I can pass that information along to others.
 
The initial city plan is either free by default or can be made as such (Gameplay->Costs->City Plan Startup Costs).
Leader assignment also has an option (Gameplay->City Bulding->Leader Requirement).
Plenty of options to try out in the City Manager 2078 Software.

Removing city plan might not be possible though and since there's nothing currently to swap to...

If city plans have never worked it certainly sounds like a potential mod conflict.

Try going in the holotape, select tools, select options wizard, select the automated setting (the one that has your settlers do everything) and see if it will build then. If it does, you can change your settings back after it's built
 
Thank you all for the replies, will check and report back later, and by the way, in my case the mod did make sure i pay 20 ASAMs before i can use the city plan, that seems to be the default, or maybe it asked me the first time I installed, I already forgotten.

Yeah, the thing is it worked the third time though, I think at the first two times, I selected city plan before the leader which may have confused my game, will try out the different options though, thanks.
 
I still can't get this to work. I just finished the quest that introduced City Plans and all they did was scrap everything. I tried adding supplies and reassigning the city plan. I can't reasign the city leader because Teresa(the person I chose) doesn't come up as a leader option
