Delete the post, please. I figured it out.
I started a new game, put all the mods (a lot, yes) anew. So far I have been only in the Red Rocket, Sanctuary and Concord. In the Red Rocket and Sanctuary, after the opening of the workshop, messages from above replace each other for a long time, dozens of them!
I'm afraid to keep playing until I figure out what it is.
Nexusmods suggested that the problem may be in DEF_UI. I deleted the latest mod, The problem done.
