Question Possible bug: Guards and civilians still hostile to each other after vassalization.

Just started recently. I took Abernathy Farm as my first vassal. The settlement was vassalized properly, but the guards and civilians remained hostile to each other. Neither was able to kill the other, so the fight seemed it would never end. Exiting and reloading got them to stop.

I think this a long running problem. I find it best to always leave a settlement right away after taking it. Head to another settlement, then cone back again. The reload lets things settle down.
