Possible Bug and Mod Failure

Hello, Ive recently downloaded SS2 and all of its chapter packs plus some settlement plans to include The Castle, Red Rocket Truck Stop and Vault 88 as well as some addons for more buildings etc. Everything was going well to include the quest with The Stranger etc. I used the city planner's desk at Sanctuary with no issues until I got to Red Rocket Truck Stop outside of Sanctuary and when I used the City Planner's desk to choose a build plan the game crashed during the cinematic mode while everything was building. Afterwards when I started the game back up I started having difficulty with the mod IE plots not working I started getting a message stating "Important data roaming is missing from a plot, destroying it" and I would get the error multiple times. The City Planner's desk afterwards stopped working correctly such as the table would spawn but nothing else like the terminal or the blueprint map. After some research I found that for whatever reason HUDframework was missing from my load order so I reinstalled the mod and the plots starting working fine again but the city planner's desk was still proving to be an issue. Everything would spawn but I could not interact with it so I would move the desk and was able to somewhat interact with it, I would click on manage city plan and nothing would happen or it would take a long time to load the menu up and despite clicking on select city plan nothing would happen for awhile. and only after it started working after a long time it would go into cinematic mode but nothing would be built. At one point it quit the cinematic mode early and crashed my game again I've been scratching my head, reading forums, reinstalling the mods multiple times etc. Nothing seems to be working whatsoever, Id like further guidance on the matter or if someone is experiencing similar issues as well.

Also on an unrelated topic ROTC for SS2 causes an infinite loading screen at the main menu of the game and I had to uninstall the mod

Side note. They call the area of Sanctuary, Red Rocket and Abernathy the triangle of death. If you have a settlement at all 3 it can cause CTD. It's the reason I don't build at Red Rocket anymore.

Or make Red Rocket your peaceful player home (no Brahmins in the bedroom, please!)?
