Following the destruction of the enclave, the Chosen one sails the Valdez through the Panama canal with parts of the village tribals who wishes a new start. They beach the Valdez on Spectacle island when the main engine blows up and threatens to sink the ship. There the survivors eke out a pitiful existence and develop a cargo cult, in part centered on the large crate barge stranded on the north tip of the island, but mostly centered on the stories of the Chosen ones car, the Highwayman. A shrine of sorts is built around a salvaged truck found half buried in the sand.
This is stage one of the city.
Many years later several small groups of local Boston scavengers manages to reach Spectacle island on makeshift boats and settles with the cargo cult, infusing some much needed genetic diversity and technical know-how to the struggling favela, but the cult leaders clash with the scavengers and there is much racism and suspicions from both camps.The new shacks that spring up are built some distance from the original housing to reflect this rift. Eventually the constant outside threat from the ever present mirelurks forces the settlement to band together.
This is the second stage.
When the Sole survivor reaches the island there is a whispered rumor that this is the messiah spoken about in the cargo cult, the one who will bring about the return of the plenty. At around the same time a buried parking space is discovered close to where the original truck was dug up. This yields several new cars that are used to build a new and more visible shrine. This sparks a golden age for the settlement, who expands and prospers with new trade and new alliances.
This is the third stage.

The gutted inside of the hull has become a site for numerous industries by level 3, all of whom center around cars to reflect the cults obsession with wheeled fortune.
The plots on top of the boat represent the main commercial district.
The idea was to have the city feel like it spilled out of the ship. To that end the rest of the island has been left untouched. Level 3.

The insides looking to the north. Barely visible through the fog is the major's office attached to the underside of the top deck. Through the struggles during the city's second stage this official was what kept everyone from killing each other.
The PMV Valdez leans. Playing pool is a challenge. Those who live on the lower side are considered a bit backwards.
