The following Plot Options dialog doesn’t provide actionable info:

[Martial plot, Basic Defenses, lvl 1]
Status: Operational, Can’t Afford Upgrade Costs

At a minimum, clicking on Update Available! should display the resources necessary (as is customary in workshop mode) with inadequate resources ‘grayed out’. If there’s an agility dependency to upgrade 2nd martial plot (other one is same plot but level 3), that should be indicated.

And fwiw, no red icons displaying for plot in workshop mode

I agree, if you don't have the necessary resources we should at least get a popup telling us what we're missing. I'm sure it's there in the code, it just makes sense that it would be shown to us. But I have yet to see any popup for what missing resources are needed to upgrade a plot.

EDIT: For instance, on my current new playthrough using scrap categories, my entire starlight settlement is stagnant because all the plots have the upgrade available option, but the "Can't Afford Upgrade Costs" message when I look at the ASAMs.
 
I really miss ASAM vision. I do hope that it is one of the future options being worked on to get back into the game. I've been using another mod to show me workers unassigned, but the functionality that ASAM vision provided is really a must for working with larger settlements.

There is an "ASAM Tracker" you can (eventually) craft at the City Planners Desk, but I didnt check if that had an "unemployed" option.
 
One of the add ons have craftable Summon Unemployed and summon homeless and summon provisionor devices.

The 'tracking' has 2 menus, Objects and People. Under objects are options like track unmanned, unpowered and awaiting upgrade for plots. Under people are options like track homeless, jobless and hobbyless.

This new system replaces ASAM vision.
