No Response Playing conquerer as a minuteman

So I’ve loaded it up with sanctuary city plan (won’t do that again) just wondering how it works when we take over a settlement as a non raider. Do we still assign a leader, and if so can we continue the city plan so it keeps upgrading or do we have to do the whole rebuild and start from level 0? I’d love to be able to assign someone and have them continue the progress

It depends on the options you selected. There is an option at the beginning to allow the cities to continue to grow throughout the game, so long as you chose that, the cities can continue to level up after you assign your own leader.
