Occasionally you will run across one of your raiders at your outpost dead with a Pickman card in their inventory. Also there would be a decreasing level of chance that Pickman will instead kill off your entire outpost, say 5% chance if you have 5 raiders or less, 4% if you have 10 raiders, 3% if 15, 2% if 20. Only solution is to go kill the mofo.
 
It seems a bit B.S. to just randomly kill off recruits, even if raiders are meant to be disposable. However, it does seem appropriate to have an introduction to the Pickman quest through the raider line, with the emphasis being on killing him. I'd say have a random event that can occur when you get back to camp where a new recruit is talking to Jammer about his dead buddy (+1 raiders instead of -1), and you're informed that this keeps happening, and rumours about this "fucking boogyman" are starting to hurt morale "I think it's about time we did something about this guy, and since it's obvious none of these idiots can hold their own against...who the fuck ever he is, you're probably gonna have to take care of it yourself."

Maybe you could have an option to do a modified version of the quest where you get to bring some guys with you and handle it assault-style, though.
