Solved Pick settlements and plans is empty

Hi, i'm not the 1st with this problem but it wasn't solved in the other guy's ticket. I have the latest SS and WSFW and just a few other mods.. My pick city plans are empty in both sides and my pick settlements have just nuka-world red rocket in "my inventory" My load order is:
UOFO4P, WSFW, Settlement electricity overhaul, SS, Faction Pip-boys, Cheat terminal, SS:C, 3 Faction Pack for SS:C, HUDFramework, Liberty reborn, Place anywhere, Everyone's best friend, K-9 harness, Improved Bos, NPCs travel, Balanced utility targeting HUD, 1st person animation tweaks, Extra Waves, Vanilla Crafting Expansion, Vault 88-your Vault your way, Sandbag fortifications, CommonwealthVehicles, See through scopes, Cigarette Card, Optomised building textures, Insignificant object rem., Better graphics and weather, Face textures glitch fix, Survival Quick save, Immersive Gameplay 5, IGP season pass, IGP casual patch.. (ok that's not a "few mods") pls help! Thanks (xbox one s user)

Do you have the 3 in 1 or the standalone version of SS?

Stand alone

The city plans are in RoTC.
So you will either need to download that or uninstall the stand alone and install the 3in1 instead.
